Bryan Collier, director of the Texas Department of Criminal Justice, made the initial admission that heat had led to the death of three state prisoner prisoners. He also expressed a desire for more money to be used to air-condition all state lockups.
In a reading involving a lawsuit filed by detainee Bernhardt Tiede II in April, Collier testified before U.S. District Judge Robert Pitman regarding the claim that Texas prison are” cooking captives alive” due to the lack of air conditioning in justice services.
