According to First Liberty, Texas ranks 19th in the U.S. for Religious Liberty Protections.

In the First Liberty Institute’s annual ranking of state religious rights protections, Texas rose from 31st in 2025 to 19th this year.

The Center for Religion, Culture, and Democracy’s 2026 Religious Liberty in the States catalog, which encourages the development and support of spirituality as a public great, was used to determine the rankings. The core is a section of First Liberty, a non-profit organization that defends religious freedom.
