A bill aimed at expanding the availability and accessibility of Texas’ medical cannabis program is headed to Gov. Greg Abbott’s desk, following revisions to earlier legislative efforts that had encountered various obstacles.
The conference committee report for House Bill (HB) 46 underwent a number of changes and rewrites in the weeks leading up to its 138–1 passage on Sunday. The bill caused a stir between Lt. Gov. Dan Patrick and Rep. Tom Oliverson (R-Cypress), who exchanged volleys on social media the week prior regarding the inclusion of “chronic pain” and other qualifying conditions under the Texas Compassionate Use Program (TCUP) bill. However, they eventually did “come to an agreement” on a new version.
