As of September 1, the Texas Lottery Commission (TLC) is now under the jurisdiction of the Texas Department of Licensing and Regulation (TDLR). The agency has undergone a tumultuous saga involving state lawmakers, investigations, and accusations about its alleged scandalous operations.
Back in 1991, Texas voters approved the creation of a state lottery, and in 1993 the Legislature established the TLC. Portions of profit from the lottery are sent to different state programs, including both the Foundation School Fund and Texas Veterans Commission Fund for Veterans’ Assistance. According to the TLC, it sent close to $2 billion to the Foundation School Fund and $26.8 million to the Texas Veterans Commission in Fiscal Year 2024.
