Although Harris County has managed most of its own flood mitigation and planning for more than 80 years, state lawmakers are considering changes to the governance and territory of the state’s only flood control district delineated along county lines.
A special purpose district created by the Texas Legislature in 1937, the Harris County Flood Control District (HCFCD) was designed to be a local partner for major projects with the U.S. Army Corps of Engineers, but now designs, constructs, and maintains flood control projects throughout the county. Although controlled by the Harris County Commissioners Court, the district is a part of the much larger San Jacinto River Basin, but HCFCD only considers projects within county lines.
