The Texas Higher Education Coordinating Board (THECB) has proposed new rules requiring “a student to be lawfully present in the United States” to be eligible for in-state tuition waivers.
This move from the THECB comes after a series of events, including actions from both the state and federal governments, that resulted in a U.S. District Court judge scrapping the Texas Dream Act.
