The Texas Parks and Wildlife Department ( TPWD ) is asking for public input on proposed regulations that, if approved, would alter the size and bag restrictions for spotted seatrout along the Texas coast. The proposed regulations would limit the size of observed seatrout bags to 15 to 20 inches, with one fish over 25 inches permitted each day, and reduce the maximum number of fish to three.
The concept is in response to the department’s public scoping and survey efforts, which revealed that many anglers desired more stringent measures to enhance the fishery.
At one of many public hearings held on the beach, basically or over the phone, TPWD encourages the public to voice their opinions regarding the proposed rules changes. During the Texas Parks and Wildlife Commission’s meeting in January 2024, the ideas will then be reviewed for ultimate approval.

Public hearings– Members of the TPWD Coastal Fisheries staff may hold a number of open forums along the coast to hear from constituents and anglers about the suggested regulatory changes.

- The Saltwater Pavilion is located at 210 Tradewinds Dr., Rockport, and open from 6 to 8 p.m. on January 9.
- At the Bob Bowers Civic Center, 3401 Cultural Center Dr., Port Arthur, on January 10, 6–8 p.m.
- At the Nessler Civic Center Captain’s Room, 2010 5th Ave N., Texas City, on January 11, 6–8 p.m.
