Robert Howden, the newly appointed Secretary of State, joined his predecessor, SOS Jane Nelson, in claiming that the Texas Legislature must be the first to take action in the case of closing party primaries, which his office and the Republican Party of Texas ( RPT ) are embroiled in a lawsuit.
Howden stated in a statement on Monday that he would not disagree with Nelson’s earlier position that only registered Democratic voters may be eligible for Texas ‘ primaries, and that he would be ready to take any legislative changes that might be made.
