Harris County Flood Control District ( HCFCD ) changes that would introduce a regional approach to flood planning along the San Jacinto River Basin and shift district management to the state rather than county political leaders are being considered by Texas lawmakers.
HCFCD, the country’s just flood control area that is oriented along county lines, was established by the Texas Legislature in 1937 following a string of disastrous floods. The city was intended to be a regional partner for significant projects with the U.S. Army Corps of Engineers; it then designs, constructs, and manages flood manage projects in Harris County.
