The Neches and Trinity Valleys Groundwater Conservation District ( GCD ) is facing legal action from two businesses alleging that it improperly instituted a moratorium that prevented the approval of large-scale water project permits.
The city is directed to “cease all activities related to accepting applications for any new non-exempt cutting, operating, and transfer/transport permits, or any amendments to for permits if those amendments may result in an increase in official water generation,” according to the temporary moratorium, which was instituted on May 21.
