A district court judge has declined to block a Harris County guaranteed basic income (GBI) program that will provide monthly stipends to randomly selected residents and dismissed a lawsuit arguing the plan is illegal under the Texas Constitution.
Last month, Texas Attorney General Ken Paxton filed a lawsuit against Harris County Judge Lina Hidalgo and members of the commissioners court, noting that the state Constitution explicitly prohibits counties from granting “public money or thing of value in aid of, or to any individual.”
