The Texas Parks and Wildlife Department’s ( TPWD ) Habitat and Angler Access Program ( HAAP ) provides funding for projects that improve shoreline and bank fishing access and restore and enhance fish habitat in Texas ‘ public inland waters.
For the second round of cash for fiscal years 2026-2027, the HAAP is looking for venture ideas and proposals. Potential partners are required to get in touch with TPWD Inland Fisheries Biologists, debate and build project ideas, as well as review and publish project proposals in collaboration with them.
According to Michael Homer Jr., fish scientist for the TPWD Inland Fisheries Division,” The Habitat and Angler Access Program is an exciting opportunity for us to work and support partners interested in expanding fishing opportunities and improving the quality of fishing for Texans.” The purpose of the program is to identify and implement projects that have the greatest potential to enhance public waterways and strengthen bank and shoreline access.
The program has supported 32 projects since 2023, receiving more than$ 1 million in funding from the sale of freshwater fishing licenses and more than$ 1.9 million in partner funding. HAAP enables the TPWD Inland Fisheries Division to support wildlife and angler access improvement projects conducted with ready partners such as different agencies, local municipalities, water authorities, academic institutions, angler groups and other non-profit organizations.
Funding is used to finance projects involving improving fish habitat and granting anglers access to public lakes, reservoirs, streams, and rivers. Examples of wildlife projects include stabilizing banks and shorelines, installing erosion control measures, establishing native vegetation plantings, and removing excessive sand and natural materials from reservoirs with the potential to develop a quality fishery.
The construction of non-motorized boat launches for kayaks, canoes, and other small boats for fishing exposure could be supported by HAAP. These projects include the development of fish attracting features ( such as underwater dock lights and habitat structures ), as well as the construction of non-motorized boat launches for kayaks, canoes, and other small watercraft for fishing access.
