The defendants intend to appeal the ruling of the full U.S. 5th Circuit Court of Appeals on Tuesday, and the defendants intend to do so once more.

U.S. District Judge Fred Biery had previously injunctly imposed upon the rules, but the 5th Circuit overturned that decision on Tuesday.
