A bill that would require voter approval before a toll road can be constructed is meeting resistance from groups that may have been expected to be allies.
Rep. Stan Gerdes (R-Bastrop) authored House Bill (HB) 1589 as a measure to give his constituents a voice in the extension of U.S. Hwy 290 for 13 miles through Manor and into Elgin.
